I have already begun laying the intellectual foundation of this institution through my writings, my website, my public record, and the U.S. House Plan.

One of the central principles I established is:

# I DO NOT RULE THE TRUTH.
# THE TRUTH RULES ME.

That is the covenant.

If I am wrong, correct me.

If a journalist is wrong, correct the journalist.

If a scholar is wrong, examine the evidence.

If a government is wrong, document the facts.

If artificial intelligence is wrong, correct the system.

**NO FOUNDER STANDS ABOVE THE TRUTH.**

**NO INSTITUTION STANDS ABOVE THE TRUTH.**

**NO TECHNOLOGY STANDS ABOVE THE TRUTH.**

This is the Sovereign Foundation.

The Institute of Truth must be built upon a covenant that applies to everyone who enters it.

A covenant of evidence.

A covenant of responsibility.

A covenant of correction.

A covenant of fairness.

A covenant of human dignity.

**THE INSTITUTION WILL NOT CREATE TRUTH.**

**IT WILL BE REQUIRED TO ANSWER TO TRUTH.**
