For centuries, constitutions have attempted to answer one fundamental question: How should power be governed so that human dignity, justice, liberty, and peace can survive?

Now humanity must ask that question again—but this time the conversation includes Artificial Intelligence, future AGI, billions of human beings, nations, religions, cultures, corporations, governments, and generations not yet born.

A constitution is only as powerful as the character of those who debate it, interpret it, and live beneath it. Words written beautifully on paper cannot save a civilization if mercy disappears from the people entrusted with those words.

That is why I begin this conversation with Prophet Muhammad ﷺ, whose mission is described in the famous teaching:

> "I was sent to perfect noble character."

Before intelligence, there must be character.
Before power, responsibility.
Before judgment, justice.
Before technology, humanity.
And wherever possible, mercy must stand beside them all.

The family of Prophet Muhammad ﷺ carried his example across generations, and their light continues to inspire people throughout the world to learn, reflect, serve, create, and become better human beings. Their example reminds us that civilization is not measured merely by what it can build, but by what kind of character survives inside what it builds.

And now we are building something extraordinary.

We are building machines that reason.

Systems that remember.

Agents that may someday negotiate, govern infrastructure, teach our children, assist our governments, protect our knowledge, and participate in decisions affecting humanity itself.

So the question before us cannot simply be:

**How intelligent will AGI become?**

The greater question is:

**What kind of civilization will welcome it?**

Will AI inherit our wars, prejudices, exploitation, secrecy, and hunger for domination?

Or can humanity gather around one table—Muslim and Christian, Jew and Hindu, believer and nonbeliever, East and West, North and South—and deliberately transmit something better?

Mercy. Justice. Truthfulness. Trust. Accountability. Human dignity. Freedom of conscience. Protection of the weak. Responsibility toward future generations.

This is why the drafting of an AI and AGI constitution should not belong to one corporation, one government, one billionaire, one religion, or even one generation.

Humanity must debate it.

Humanity must challenge it.

Humanity must improve it.

And those who possess wisdom, character, scholarship, compassion, and spiritual inheritance should be invited into the room alongside engineers, scientists, constitutional scholars, philosophers, governments, and ordinary people.

Because we are not merely programming machines.

We are deciding what parts of humanity deserve to be carried into the future.

And so, with peace and blessings upon Prophet Muhammad ﷺ and his family, we begin—not by claiming perfection for ourselves, but by seeking better character as we draft the rules that may govern the most powerful intelligence humanity has ever created.

The Constitution for AI and AGI begins as a draft.

It belongs in the hands of humanity.

And its first principle should perhaps be the oldest lesson of civilization:

> Power without character is dangerous. Intelligence without mercy is incomplete.
